Our History
Family and Medical Counseling Service, Inc. (FMCS) was founded in 1976 by four clinical social workers. Minority-controlled and operated since its inception, FMCS is a multifaceted community health center that actively addresses social ills, particularly in the African American community. We pride ourselves on being a reflection of the communities we serve.

FMCS is physically located in Ward 8, east of the Anacostia River, where it has been providing services to meet critical health care and social service needs of hard-to-reach populations across the city since 1976. A second location in Seat Pleasant MD was opened in August 2016.

In 2012, FMCS was designated a Federally Qualified Health Center (FQHC), which has allowed us to expand our approach and healthcare team to provide healthcare and support services from birth to end of life. With the understanding that each person's healthcare needs are unique, we offer a wide range of services, including pediatric and adult primary medical care, mental health counseling, substance use education and treatment, HIV Red Carpet Services, and case management, among many others.

Our Mission
The mission of FMCS is to employ state-of-the-art community-based approaches to providing comprehensive services that promote the emotional and physical health of families and individuals, regardless of income or social status. The following principles form our dedicated, client-centered approach to service delivery:

  • We are committed to providing culturally appropriate, compassionate, quality care and support services to our clients in the communities where they live.
  • We believe that serving our community most effectively requires a unique knowledge of and responsiveness to the changing needs of our fellow residents.
  • We strive to link and combine resources with complimentary healthcare agencies and community-based organizations in a service network that provides our clients with the maximum benefits in the most cost-effective manner.

For more than three decades, FMCS has specialized in providing a continuum of care from prevention to treatment for individuals living with HIV/AIDS and people at high risk for HIV infection. FMCS is committed to helping those living with HIV/AIDS achieve positive health outcomes. Our HIV Treatment and Prevention services include:

  • Primary medical care
  • Medical case management
  • Evidence-based prevention
  • Food and nutrition services
  • Gender-specific support groups

Our three full-service mobile units allow us to help our clients directly in their neighborhoods. These units further decrease barriers and increase access to the quality healthcare our clients deserve.
